B3 is committed to expanding non-resident investors’ access to the Brazilian investment market, and therefore we have joined forces with the Brazilian Securities and Exchange Commissio (CVM) to implement a new functionality that will simplify the registration of non-resident investors with B3.
The new functionality will allow the generation of a fictitious CVM code-type document for non-resident investors who are exempt from registration, in accordance with CVM Resolution No. 64/22 guidelines.
Although obtaining the CPF is not mandatory for non-resident investors investing in Brazil, this document will become an essential requirement for registration with B3.
For this reason, B3 will enable non-resident investors who do not yet have a CPF to automatically request the document through an integrated process with CVM.

If a non-resident investor does not have a CPF, this document can be requested through an integration between B3 and CVM. The new functionality will be provided both through an API and on the SINCAD screen, making it easier for users to use it.
CVM Resolution No. 64 was published in February 2022 and establishes the rules for the registration of non-resident investors in Brazil, simplifying the procedures required for NRIs to participate in the Brazilian financial market.
SINCAD is B3's Integrated Registration System to register and maintain data on investors, their accounts and links, and also data on professionals to be used in B3’s trading and post-trade environments.
The system’s key functionalities are:
