The B3 Clearinghouse Systems Improvement Project has two deliveries per year aimed at improving the Clearinghouse’s systems and processes. The main benefits include meeting the demands of market participants and ensuring the operational soundness and reliability of our systems.

As of March 3, 2021, the following B3 Clearinghouse processes will be available for testing in the certification environment:

Trade Allocation

Improvement to the allocation flow using portfolio 2409-0 to allow trades on an asset, which has undergone a corporate action and is in the custody update period, to be allocated to the sale hedge portfolio. This improvement will result in no change to screen or message.

To improve the reconciliation process of give-ups sent and received, an optional field will be added to identify the previous allocation (PreviousAllocID) in the BVBG.014 and BVBG.015 files.

Position Control

Insertion of fields in the position hedging monitor to demonstrate the quantity of positions being hedged or unhedged for each transfer request.

Improvement to the lending renewal process on screen so that the new contract fee is already filled in for approval by the counterparty.

The cardinality of the portfolio field (SubAccount) in the bvmf.150 message will be changed to mandatory. This field is already necessary for hedging transfer, but currently, if not informed, no error message will be sent. The message version needs to be updated.

Improvement to the original contract quantity field in lending position  control consultations, allowing participants to keep track of the original quantity history should the position be updated due to a corporate action.

Insertion of a description in the contract price field of messages bvmf.192 and bvmf.193 to inform that the subagreements generated by the priority placement of shares or subscription have zero price. Changes    will occur to the message catalog only.

Improvement to the consultation for forecasting delivery failures for credit settlement instructions in the guarantee portfolio. The instructions will no longer be viewed in the delivery failures result.

To facilitate the control of asset delivery settlement instructions, the following changes will be made to the BVBG.018, BVBG.019, BVBG.048 and BVBG.074 files: Insertion of the SettlementGroup optional  field to identify:

(i) First delivery attempt;  

(ii)  Instruction of delivery failure from previous days;

(iii)   Instruction generated due to buyback cancellation;

Insertion of domain in the NettingGroupType field to indicate settlement instruction generated by forward contract settlement.

In order to allow the identification of buybacks with execution blocking by buying participants and execution conducted by B3, an optional field (ExecutionPermissionType) will be added to the bvmf.042 message to identify buyback with blocking and insertion of field filling rules to the bvmf.043 message. This information will also be available for consultation on the GRC system screen.

Insertion of the SelicCode and MaturityDate optional fields to the bvmf.042, bvmf.045, bvmf.049, bvmf.051, bvmf.053, bvmf.062 and bvmf.064 messages aimed at future adequacy of federal securities.

SLF – Cash Settlement System

Commission Transfer in Public Distributions  

To facilitate the cash value control of commission transfers from public distributions, B3 will register the cash entries of transfers made to B3 Clearinghouse participants. The entries will be available for consultation on the SLF system screen and in the BVBG.020 and 021 files, using the cash entry codes 14030 (D) and 14032 (C).

The implementation of the improvement package will take place in the second half of May 2021 on a date to be confirmed in due course.

The client categories that will be impacted by these changes and, therefore, should pay attention to flows and processes during the certification period, are: Custodians, Brokerage Houses (Full Trading Participant/ Trading Participant) and Carrying Brokers (Settlement Participant).
